I don't know moore, but have used the 18month rule for about 15 years.
Susie look at a PC with
Intel core2duo 2.1
4 gig of RAM, 2 will probably do fine but get one dimm so you can add one if you decide later.
get a 7200 rpm 200 or more gig drive
if you put in a second drive you can improve performance a bit but not enough to go buy the drive for that reason.
DO NOT PARTITION THE DRIVE, IT BECAME SILLY YEARS AGO.
(anybody wants to argue that start a new thread)
a fast video card 256Meg or more and two 20" flat panels are worth a lot more than the faster processor.
Let me tell you a little story. Bought a Lenovo (IBM) thinkpad core2duo 2 gig ram 120gig hard drive. Vista Business.
The laptop was brought to me after the second time it locked up during a presentation. Gave her a new Dell with XP basically the same setup and she is all happy joy joy.
Took said IBM installed XP pro, all the drivers for all the devices and I'm sure its faster than her dell. Its probable that the Vista drivers were causing the problem, but they were the drivers installed by the manufacturer.
If you try to buy a PC and it isn't available with XP tell them sorry but no.
