There are a lot of awesome resources on the web.  I think it would be cool if we all contributed any we know about.  Here are mine (I am cheating and using the texture one I used earlier and one from Cindy).

After collecting hundreds of emails at an expo I found myself in need of a cool looking email newsletter to send out to all my new potential clients.  Here is an email that provides free html email templates:

dcraw, allows you to convert almost any kind of raw into a tiff.
exiftool, amazing tool to write, read, modify matadata of files (from what I checked its more comprehensive than bridge)
imagemagick, allows you to manipulate, convert many differnt kind of image files.

All this programs are text mode, and use command line options. That makes them specially good for web stuff.

A couple that I just came across.  The two sites have free downloads of vector graphics and PS brushes.  Only catch is it looks like most of them are licensed under a non-commercial use attribution license.  Either way, some good stuff if that license works for you.

Giveaway of the Day - http://www.giveawayoftheday.com
Every day they feature a shareware / commercial product that you can download, install, and receive the full license for free.  Most of the time it's not stuff I'd use, but every now and then there's a program that looks really good.  Only catch is that you have to install it on the day it's the featured product.  If you get a new computer in 6 months and try to reinstall it'll be a demo version.
