Again, I may be up in the night on this, but I think the scratch disk is a Photoshop managed area for use when your RAM has exceeded its capability; the cache is a system managed area (with instructions from PS) to store data and help it be easily and quickly retrieved.
Here are the definitions from Photoshop Elements' help files:
Scratch DiskPhotoshop Elements’ own virtual memory system, which uses any disk drive or drive partition with free space. You can designate scratch disks to be used whenever there is not enough RAM to perform an operation.
Cache FileA file used for virtual memory. The cache file speeds the performance of Photoshop Elements.
Maybe that helps, I don't know.
