If you check PAF's followers Ryan is following himself, so you can add him there. I didn't follow him because I wasn't sure what his personal account was for yet, and my username is Utahboudoir, so yeah...
Ryan, yeah, random people follow me, I know very few people on my list. I have a couple past clients and then people from here. I don't have a lot of followers yet. But I have noticed a little more traffic to my site. My site stats say I get a few hits on my blog from Twitter every time I blog. My blogs are automatically posted onto my tweets.
I have also gotten photographers sending me direct messages telling me they like my work, etc, so that's fun.
If you look on the right side there is a "search" field. If you type in something it will find tweets with that word in it. I follow The Lingerie Post's blog and tweats and she tweated a question about where to find a certain type of lingerie recently. I responded with an idea about sewing it yourself. I mentioned the word "panties" and after that a few lingerie-related businesses followed me. I've typed "boudoir" before to see what others are tweeting and followed a few that interested me. So try using keywords in your tweets.
Like anything else, it takes a little time to build up a following. I like following people with good content, news, links to articles, etc. I don't follow people that tweet random stuff like "I'm blowing my nose right now". Celebrities can get away with that because people care. No one cares what we are doing, unless it's related to your business. A tweet like "Doing a goth-themed photoshoot today, check my blog later for pictures" is good.
